President Joe Biden approved the latest $250 million aid package in late December through the Presidential Withdrawal Authority, which allows weapons to be urgently delivered to allies without congressional approval.

EU officials also increasingly acknowledge that arms shipments to Ukraine have been delayed due to production and logistics problems.
